When I put down a pump and then left click on it to set its recipe, I get this:

Am I missing something?

I've discovered that I can create a new game, cheat a "water-pump" in, place it, and it works. Something is screwy with my save game

Probably because I've been adding mods, tweaking mod settings, etc.

I think its time to rename the pumps Here is a quick idea I had!

Pump -> Barrelling Machine,
Compressor -> Leave the same or change to Bottling Machine
