It seems that the clock mod doesn't work Factorio 0.12.21.

Make sure you use the latest version. This is a bug caused by the 0.12.11 update, which I fixed in version 0.12.1 of the mod.
Creator of Bob's mods. Expanding your gameplay since version 0.9.8.
