As far as I see it, don't ask but just go ahead and add it as article with a name you find appropriate. Make sure you also create links to the new article where they belong to, so people will find your information. Since you describe a general aspect of the game, I suggest you add the link as additional information to the article that in general describes the game.
People will then take your input and may move it or its links to a better place, if they think there is a better place. The moment you save "your" article, it becomes a part of the wiki and every wiki author will take it and try to improve it, if they have something to improve.
Having said that, you will find there is no such article that in general describes the game - the closest is Factorio:About, but I think this isn't the best anchor for your article, since it only describes the gameplay goal, but not the game in general.
In such a general article, an overview with non-gameplay information as in https://www.factorio.com/buy should be given, but it's not existing on the wiki - or it's so well hidden, I'm not able to find it. So perhaps link your new article from the about article.

That is a little bit unusual, I noticed. On most video game wikis, even if they're only about one single game, there's usually an article all about the game itself, in the same style as Wikipedia but with more detail.

Hey, it's good to talk to an admin before making an article in the main namespace. In this case doing that would have been good because we already had a "Music" page in the past. It was removed because nothing linked to it and it did not provide any information besides the track list.
The new page has the same problems, as I had to remove the links from the version history pages to keep those as a copy of the in-game changelogs. So now we again have a page with no relevant inbound links and no info besides the track list, which can also be found on its Steam page.
The above is not a set thing, so you can try to improve the page and find more relevant places to link it. Otherwise the page will eventually be removed again.

I followed the advice of Tertius. Also, it seemed more difficult than it would be on other wikis to contact an admin about creating a new article. I did read the rules: https://wiki.factorio.com/Factorio:Wiki_rules I read rule 1, and started to make the article in my user sandbox, but I saw no easy way to follow the second part of rule 1. It says "preferably an admin should be asked". Key word is preferably. I didn't think me making an article about something that exists and is interesting (in my opinion) would be controversial.
What can I do to increase the chances that the article I created isn't removed? Improve it? Add to it? Maybe an infobox in the style of other wikis' articles about soundtracks, perhaps with an image of the album art?
Does anyone else reading this thread have any suggestions as to articles that could link to this? Because you all know the wiki better than I do.

It's preferred because it can save you from putting work into a page that may not page end up not being suitable for the wiki.
I don't know of what information could be added to the page/where it could be linked. We don't have suitable infoboxes for the more overview-esque articles. If I knew how to make the page relevant, "Music" would not have been removed in the first place.
