why mod creator make mod in seperate download ?

like bob mod have seperate between mining, logistic, etc.

angel mod have separated mods in mining, logistic, smelting, etc.

dim mod, AI mod, etc

why don't they make it in 1 pack ?

Modular Mods.

Some people don't like feature X, others like X but not Y, and some other people don't like both, X and Y, but Z instead.
And because you don't want to make a separate download for each player with features enabled or disabled, you make your mod modular so people can "customize" their mod experience.

There is no way to customize the mod, adding and removing parts of mods was the best solution.

Now that mod options exist, it is in fact possible to combine related mods together in that fashion and simply have startup options to turn the parts of the mod on or off (see Color Picker for an example of a mod that has done this; specifically, look at the changelog for version 0.4.0). In fact, in a lot of ways that would be easier for a modder that's starting from scratch instead of one that's updating mods from before mod options were around (dependency/load order issues would certainly be simpler to deal with). That's probably the biggest reason that most of these mod sets don't do this; they were originally created before it was possible to do so, and it would require a lot of work and testing to combine them together.

There are some other arguments in favor of the split mods, though. First, combining a lot of mods together this way would clutter up the mod options. If (for example) bobingabout decided to combine all of the Bob's Mods suite into a single mod it could add an extra 16 or so options to the settings screen, on top of all the existing Bob's Mods options. Second, although the total download size would likely be slightly smaller, for anyone who only wanted some of the parts it would mean significantly more to download. That would matter to someone on a metered or capped connection.
