So i did some experimenting via the creative-mode 0.3.2 by Y.petremann, rk84, and Mooncat. As well as some crude math, and was looking for some conformation. What i found was
1 reactor fueled/ 4 Heat Exchangers/ 6.8ish Turbines. This is nothing new, however, i scaled up and i read the neighbor bonus of 100% efficiency as essentially creating a proxy reactor causing one to become two. So 2 Reactors (+2 proxy) fueled/ 16 Heat Ex/ 27.6ish turbines
3 Reactors (+4 proxy) fueled/ 28 Heat/ 48.3ish Turbines
4 Reactors (+6 proxy)/ 40 Heat/ 69ish
5 in a formation that resembles the Braille equivalent of Q bives me a proxy of +9/ 56/ 96
cluster of 6 gives me a neighbor bonus of +14/80/138
Right now im looking for an easily tile able reactor setup that allows me to have a logistic network to reach every reactor whilst giving the maximum neighbor bonus. theoretically a reactor can have a 400% neighbor bonus if it had a neighbor on each side but then it becomes inaccessible for the network. the best one seems to be just two lines in of reactors.

Thanks exactly what i was looking for.

I made a very big scalable reactor here : posting.php?mode=reply&f=5&t=47693
