This appears to have been implemented in the 0.13.10 experimental build, and works wonderfully well.
Finally a solution to the construction bots deciding its a good idea to bring me all of the ore when relocating a rail station. With this enabled the constructors bring the ore to me, and then the logi bots collect it and take it away again.
