Maybe all of your race's technologies are stored in a central repository but they are encrypted to prevent them from falling into enemy hands.
Since you crash landed your reader was destroyed so you now have to decrypt the storage to retrieve the blueprints needed to implement those technologies.
The science packs represent the number crunching needed for the decryption or perhaps fuel for your decryption machine.
So the easy to research technologies don't have very complex encryption on them making it easy to obtain with the tier 1 science packs. The more advanced technologies have better encryption (as they are more secret) so require much much more research to unlock?

The mods provide mechanical, electrical, chemical, and biological science packs.

The scientists play with their toy mini-factories built using the inserters and belts until inspiration strikes them and they suddenly churn out an idea towards the required goal. Or maybe they build mini-factories to produce some highly specialised lab equipment. Maybe we could feed them crafting machines to make them work faster.
