the link for rule 2 is unnecessary. I look at the thread and see just how bad it is.

In short: Your signature should not be higher than the right navigation pane, including your avatar pic etc. A banner picture should not be bigger than 100x600 pixels.
To me, the 100 would refer to the x/width, And if 100 is the width limit, then that's quite weird that we can have 600 height. (which would be a tall signature)
IMO, add some scrollbars and have a built-in limit.
Setup 4 or remove it. The "see" link which is already provided in the links, achieves the same goal.
Rule 7 links are unnecessary, The replies in the thread are not something i would want a new person coming on the forums, and reading. It should be a wall of text mentioning some simple things such as (example) Mods are under CC BY-NC 4.0 unless stated elsewise, Meaning you can do ____.
Other minor cosmetic changes and updates to the rules may be needed after all those years
