I find a big.... I mean ocean for my factory land so I need to close it.

You can change the size of how much you fill with one click by pressing + and - on the numpad. (You can change that in the settings.)
I didn't knew that, and filling a big lake with 2x2 landfill takes ages...

In their point of view landfills should only be used to overcome situations where the map generator worked in disadvantage to the player... like for example starting on an isolated island with limited resoures and no connection to the main continent and similar situations.

If you want to know my opinion on the matter I find it stupid that they disabled it... because with enough patience one can build artificials islands it manually.
So they only really made the inevitable harder for players.

I would have thought it would just have been better to make some aliens that can traverse water, to be honest.

Three things to mention:
1) landfill using 1x1 size uses less than 2x2 size or larger. You get free land when you place a 1x1 landfill slightly off shore.
2) If you are willing to waste the landfill then using a large LxL size makes it quite fast. You can just hold down the mouse button and run along the coast. Maybe even drive a car and landfill (haven't tried that one).
3) If the developers didn't want us to build islands then why not have shallow and deep water where only the shallow water can be filled in? So you could landfill to shrink the water somewhat but not build in the middle of the lake.

The reason they disabled it is because it was bugged. The bots left holes and landfill blueprints remained on land. I think it's the alien biomes or waterfix mods that allow you to blueprint landfill. The former depends on the latter.
