Is it normal for a fully loaded Rail Tanker to go slow. It looks like my train only goes around 35 kmph.

I also noticed fluid trains seem like they're moving slower than normal ones with more wagons, but didn't bother to test it. It's probably a bug.

Rail tankers weigh 3 times as much as a cargo wagon, that's why it seems so slow, they are even heavier than locomotives!

One of your locos is backwards, also are both fueled?
Don't know how much that would change things, also fuel type now determines top speed in 0.15.x
I noticed that my tankers are sluggish to get to top speed but they do get there. Rolling 2-6, 1-1, and 2-2 on coal, as compared to same form factor of cargo trains.

I got two engine's each facing the other way... I have the same setup for transporting all other stuff.. It probably is slow because it is heavier.

I'm really surprised that it would go so slow - mine 1 loco and tanker isn't that bad.
