How have I earned so much bad luck?
Starting a new game after 2 month with the experimental version 0.12.27. Just to check how big is 400 x 400 tiles

Not a bug no, just a quirk of the map generation
I've never seen it like this though, that's hilarious
Having started... probably at least a hundred maps, with various settings, I've deduced that it doesn't do any checks to stop the center of the map, where you begin, from being water. All it does is put down enough land tiles to stand on, and then generates the starting area, which places land, one kind of each resource patch, and some ponds. If the center of the map is ocean, then the starting area forms an island from which there is no escape. If starting area was set to none then you would find yourself in the middle of ocean standing on a single land tile.
In this case probably... either it messed up generating the starting area ponds, or there was already some ponds present and then adding more caused them to join up, encircling you.

It has been reported in the bug section before, and the developers are too lazy to fix it.
