Steam beta opt in for 0.18.x keeps reverting to 0.17 stable

I'm having this weird bug where I opt-in for the latest experimental version 0.18.x in steam, but after a reboot, the game is back to the 0.17 stable branch, and the option for the 0.18.x experimental completely disappears from steam's menu, the newest version available becomes "0.17.x experimental" as if 0.18 never released. The only solution I found is to completely reinstall the game.

This only happens on the windows version apparently.

It might be bug, but in Steam client, not in Factorio, so I am moving this to Technical Help, since there is nothing I can do about how Steam works or doesn't work.

It sounds to me like Steam's internal files/caches are getting reverted to old state perhaps? Have you tried to reinstall the Steam Client.
