Thanks for the report. This is the Ryzen CPU/Chipset bug and the fix is to update your BIOS and Chipset drivers. You said you already updated your BIOS and that you have the motherboard specific chipset drivers installed but they may be outdated.
To put it simply: the bug is on AMDs side and you need to get the fixed drivers/solution from them.

I am pretty sure it is caused by something faulty on your PC (CPU being #1 candidate), and that it is unlikely to be fixed by software updates (given that Ryzen 5 3600 came out to the market a year after AMD's patch for older generations was released 59771, I would hope it doesn't suffer from the same problem)
