Extra Items on Toolbar not working

Extra Items on Toolbar not working

The extra options on the right of the toolbar that is supposed to be there, are not showing up for me. I have searched and searched the options to see if there's something I need to change or add, and I can not find anything.

Image I started a new brand new game here. You can see there are no icons there. Also when I click the box to go check the icons, I see this. All images are in the imgur link. Can someone tell me where to look, what to change?

Both Version 17.0 and 17.1 are like this for me. And I downloaded the zips from the website, not through Steam.

They unlock automatically when you research robots; you can enable them now with the command "/unlock-shortcut-bar".
