MOD - Foreman - New game not working

Hi Everyone,
When I load an older save game, foreman works just fine. When I start a new game, the GUI isnt working. Not sure why, any ideas?

I've done the following:
Tried Crtl-T
Restarted
Reloaded
Delete the Jason Mod File
Verified it was loading via log file
Verified

Above expected as it works with other saves.
Tried Blueprint String, same thing.
Foreman shows in the load file as (Foreman 1.1.5)

you have to research blue prints first.
