When I run Factorio on my primary monitor [Ultrawide 3440x1400] I get about 15fps but when I move the running Factorio game window over to my secondary monitor [27" 2560x1440] I get just about 60fps.
Any setting I can change or check to get the Ultrawide up to 60fps?

AFAIK it's not supported yet. Same with 4k monitors

My computer has 16 GB of RAM and the video card has 8GB of RAM. I'm running Windows 10 x64 and have all the Windows and Nvidia updates.

I reinstalled Windows and Factorio is running at 60fps. Must of been an OS related issue.

glad it's working but there are others that have had this problem with nvidia graphics.
some have found the game was using their integrated graphics instead of dedicated graphics.
check within your BIOS that ensure your motherboard is set to PCI-E and not onboard graphics.
another problem is with g-sync. setting a profile (not using nvidia experience) and disable g-sync might help.
try disabling v-sync in the game and set a profile within the nvidia control panel with v-sync enabled.
set "prefer maximum performance" in the 3D setting of the nvidia conrol panel.
it defaults to save energy which hurts gaming performance. even though factorio is not too demanding.
with my toaster graphics (HD 3000) i need to use an Aero theme in Win7 to get v-sync to work with Factorio without tearing.
in game does not work for me.
