Server. I hosted a non standard port, public, i can direct connect, but its not in the server overview.

Your username in admins section should be in quotes: "admins": ["nuhll"], other than that is looks fine.
Check server log file for errors.

I mean:
1.) no readme included
2.) no offical (actual) install guide (e.g. depencys)
3.) useless HARD to get it working (e.g. arguments)
instead you could simply
a.) include a mod dir, all files which are there auto load as mod,
b.) a save dir - if only one savegame, load it, - or specifiy it via argument if more then 1
c.) place config in root ( /factorio/)
4.) provide a standard script to run with standard arguments, so users can edit this to their needs (e.g. just run /factorio/start.sh)

Just my 2 cents

start now via /factorio/factorio/bin/x64/factorio --port 4443 --mod-directory /factorio/factorio/mods/mods --server-settings /factorio/factorio/data/server-settings.json --start-server Multiplayer.zip

He know the port because you provided it as argument when launching the server.

Now that you start it with the server config, can you post your log again to check against error ?
Want more space restriction ? Or maybe you want to be forced to use train for other thing than ore and oil ? Try Building Platform Mod !

Your right. So it was probably fixed because i added the config file to arguments.

Maybe your team think about the points i mentioned.

The more games are hosted the better...
