How to Export/Import the blacklist?

I want to export the my blacklist from one save and import into a new one so i can keep the player(s) i banned of my server.
I looked for an related file but couldn't find one. The management of the blacklist seems to happen somewhere in the dat
files. And its only possible to exclude player which have been on the server once.

Or is there a way to keep the player/blacklist for a new game?
