[0.13.6] Can't run headless server

[0.13.6] Can't run headless server

Hello,
I am having a problem with running a headless server after downloading the 0.13.6 server software and unpacking it twice. I cannot run the "factorio" file in bin>x64 even after adding ".exe" to the end of it. The fact that the file was compressed TWICE (once through zip and once through TAR) may have something to do with the file's instability and I believe it may be corrupted as a result.

I love this game, but to be honest I really don't think the files have been handled very well on the website, and as a result I'm seeing more problems with multiplayer.
