Headless server [Help]

For the past 3 days I have been trying to get a stable headless server up and running for me and some friends to play. Although I can get it running (with much lag) with luck (but only with the me and 1 other person) as soon as I have to re-load I have a near 100% failure rate. I do have several Mods installed, however when testing with a vanilla set up I slit encounter the same problems. The problems faced are as follows

-Server drops connecting person
-Server logs stop when someone connects and never progresses
-Server often stops responding and drops anyone connected other than me (host)
-Frequent drops for anyone involved.

Over all the server is very unstable and runs poorly, I was wondering if anyone knew any fixes. I have browsed more posts than I can count but still have not found an answer to fix. If you have any questions about anything that can help please feel free to ask and I will hope to provide answers.

Without any logs or details, we can't help much...What are you attempting to run the server on?
