Is it possible to set game speed in data/server-settings.json?

Hello,

I have a question for headless server configuration. I know admins can use the in-game console to set the game speed (e.g., "/c game.speed=.8"). Is it possible to set that in the data/server-settings.json or a different file so that the game starts with a different speed value than the default of "1"?
