Downloading standalone version times out even on gigabit connection

I've been trying to download the 1.1.74 client and the transfer is averaging 300 kB/s, which means that it takes over an hour to download. The CDN server is tyo.cdn77.com (Tokyo) and is configured to have a 60min timeout, so my download stops at 80% and I can't resume it (the link expires).

I have a 2x1gbps fiber connection (in Singapore) and my speedtest.net results when connecting to different ISPs in the Tokyo area average 600-800mbps, so this seems to be an issue specific to the CDN77 service.

This has been happening for for the past week or so and also applied to downloading 1.1.72 and 1.1.73. Occasionally I got lucky and finished downloading the game in 2-3 minutes after trying multiple times. I guess I might have connected to a CDN in a different region?
