game periodically wont let me start a new game

The new game menu will periodically be glitched with no buttons under frequency, size, and richness fields.
It started working again after reinstalling 4 times and reloading 11 times. When the buttons were missing it would give me a notice box

"must select at least one terrain type"

This sounds like a missing base mod. Check in the mods section of the menu that base mod is there and enabled.

I know that for me this is not the case. I could start a new game fine played for hours then quit to menu and got this. restarted several times with the same results, then started reinstalling/relaunching. Eventually I could start a new game again,
