Always re-unlocking achievements

I am having the couldnt initialize steam api issue. Therefore I deleted all my factorio files (not the saves). Including everything in appdata. This was in order to try to fix the steam api issue. After i deleted all the files and redownloading them i unlock achievement like Iron throne every time i lauch my save. Even though i have unlocked it before.

I still have the steam api issue (only in 1.18.x not in 1.17), and i think i have broken my files because i unlock the same achievements every time i launch my save.
