Error trying multiplayer: "CURL failed: code:28, 1c; Resolving timed out"

Error trying multiplayer: "CURL failed: code:28, 1c; Resolving timed out"

I played something like version .17.13 or 14. I just did an update to the current version. I tried connecting to my friend's game and it would not connect. I tried everything I could think of with no luck. I tried connecting to public servers and they would not load with a json error. After a few hours of trial and error including Factorio-> Properties -> Local Files -> Verify Integrity of Game Files, which returned without error.

I ended up deleting Factorio and reinstalling.

After reinstall, I tried connecting to Public servers, which failed with the error: "Download failed (status code 520): failed to parse JSON response: Unexpected character (R) at ?:1"

I backed out to settings -> other and checked "verbose Logging", stopped the game and restarted it. Same error. I tried running as administrator in case there was some type of permissions issues. Same error.

The error files are fairly bland. I did see the following noticing the curl failure(s):

As a follow up, I tried to host a public game. I did not change any settings. If failed with the following error:
Notice: Couldn't pares the response from the auth server. This seems to be an internal server error.
My choice was to click "confirm", which then kicked me back to the Multiplayer menu

I saved, then I tried going to Settings -> Other and log out and log back in. Logged off just fine. When I tried to log back in, I got the following error:
