Unable to connect to any multiplayer game

Hi there and thanks in advance,

We got Factorio for my brother K. My other brother P plays it with me. We are all on different networks in different states. P and I are able to host and join multiplayer servers. For some reason, K cannot join any multiplayer server, he receives error message "Couldn't establish network communication with server" when attempting to connect. When he hosts, he receives error message "Failed to determine external IP address."
We figured it was a firewall problem. We verified that the application is allowed through his firewall. Issue persists. We turned off the firewall. Issue persists.
We then figured it was a network routing issue since he uses a school network. We attempted to go through his cellphone data. Issue persists.
We flushed his DNS, released his IP address and renewed with a different IP address. Issue persists.
We verified integrity of data files thinking perhaps it was installed wrong. Issue persists.

"Failed to determine external IP address." is usually an ISP issue that you can not control, what you can do is update to 0.17 and connect via steam game invite.
