.17.9 graphics glitch

I just downloaded the .17.9 version. When I start the game the loading bar fills to about 70% then the glitch starts. It jumps 1-2% up and down as it loads the last 30%. Once loaded completely the main screen then has a diagonal group of triangular glitches that move from the bottom left up to the top right (corner to corner). Once I start any map this diagonal glitch continues and as I move around the map it blurs out the entire horizontal screen along the path of the triangular glitches. It creates a kind of ripple effect that moves with the diagonal glitch. The computer I am using is a basic HP from walmart that has an:
intel i3-4170 @ 3.7 GHz x4
Intel HD Graphics 4400
I was running .16.51 just fine with no issues. When I load the save from this older version the glitch shows up still. I have deleted and reinstalled. Nothing changes.
Is my computer just not up to par now with the new graphics?
I tried to take a screen shot of the glitch but it does not show up on the image. Only when the game is running. If you need any other info please ask. I’m not very computer savvy so bear with me. :(

I just started it up and exited quickly to grab the log file after I uninstalled and reinstalled the [0.17.9]. Sorry about that. I was having trouble finding it. As stated before, I'm not very tech oriented. I can get a video of it but will an upload from an iphone work? IOS is not very inclusive when transferring data to PC Ive noticed before.

Thanks again for the quick reply and telling me how I screwed up. Most forums just ignore idiots like me :)

Does it disappear if you enable "Wait for v-sync" in graphics settings? Does it look like in this bug report: 67373

When I selected wait for v sync it stopped the issue. Thanks. Now I can start on the base. Something so simple... :)
