Low UPS is caused by your mods endgame combat and bottleneck

After unintalling them nothing changed stil low gpu utilization my gpu sitting at idle freq and ups fps doesnt go above 27-30

UPS is not affected by your GPU, it is processor speed that is limiting your UPS

You can completely ignore anything GPU related as you are CPU bound already. Check out the performance issue section in the local FAQ on how to improve.

FPS can never go above UPS, so GPU is not a bottleneck.

There is no problem, you are just experiencing the limits of Factorio and your hardware. We are all seeing the same thing, I have 12 virtual cores with around 15% load each. The reason you don't see higher load on one core is that the process is moved around between the cores, to distribute the load and heat. To avoid overheating one core while the others are idling.
