Give us option to set latency back, please

Previously I would always set latency to 33ms (lowest possible) when playing on LAN and aroud ~60ms when playing with frien over internet - and it worked smoothly. Currently the latency seems to always be too high. Judging by the eye it seems to be something like 250ms - even on LAN driving a car i almost impossible without hitting a tree every 5 seconds.

I'd very much prefer to set latency setting by myself instead of have some automagic algorithm do this for me. It should be in config setting, enable/disable autoadjustment - and allow us to change latency during runtime with a command.
