Full Screen Lag

First off, sorry if this is in the wrong place, new to this. Anyway, when I play the game (Factorio of course) in windowed mode it runs at 60 fps. However, when I go full screen in the bordered window, I lag and also when I go to full screen from the options. I am don't know what is going on. I went to my Nvidia Control Panel to see if it was using the wrong graphics and it was on High Performance Nvidia GPU, so no problems there. Thanks for any help, and again, sorry if this is in the wrong place.
