[0.17.60] Construction robots tutorial - crash after mining robot

Construction robot when heading to build radar (or directly when it is done with building) can be mined in air. This gives LUA crash:

minor other issues:
- when radar ghost is put outside of construction range, there is alert: Unknown key: "outside-of-construction-range"
- after building storage chest and inserting radar into it, there is message "The storage chest is now providing the radar...". Quickly press "Continue" 2 times (this skips one story stage when storage chest is locked) and press Ctrl+LMB on storage chest. If done right, you will get radar before construction robot manages to grab it. This makes level unsolvable as robot will return roboport with message "picking up item"
