[0.16.36] Starting steam engines broken New Hope level 4

Last level of New Hope with ever increasing waves of biters. In 0.15.40 the boilers/steam engines are set up correctly and begin working once coal arrives. In 0.16.36 the setup is identical execept that the steam engines erroneously show water input/output rather than steam despite being correctly connected to steam. This is right at the start before the player has done anything.

Attached two saves, one from 0.15.40 showing it working correctly and one from 0.16.36 showing it broken. Use the ALT view to see the difference. Demolishing and rebuilding the steam engines in exactly the same place makes it all work.
