[0.16.35-0] Free Network Wire

I noticed when placing down blueprints that contain hookups (red or green) that the robots place the items and hookup the circuit network connections for you, but it doesn't consume or even require any red/green wire from your inventory.

Minor but i doubt this is the intended effect
