[0.16.22] inserter red despite having mode of operation none

i don't know how many versions this inserter has been bugged. i had 50 science labs going.
i noticed it while playing 0.16.21. it does not have an enable condition, yet it's red and does not operate.

I'm wondering if the real bug is not enough feedback that an inserter has conditions set for both the logistics network as well as the circuit network. Would it be practical for the game open both logistics and circuit network UI's in this case, perhaps displaying them side by side? Alternatively color the logistic and network icons to show that they have conditions set.

Showing them side-by-side if both are connected would be awesome.

yes, i think it should be more clear on there being a condition, any condition set the moment you open the GUI.
