[0.16.7] Sideloading into U-Belt from splitter not working

Sometimes a Splitter sideloading into an underground belt (to split off one side of the belt) stops working - nothing is going into the underground belt. Replacing the underground belt fixes the issue temporarily.

I cannot forcefully reproduce the error, it happens randomly (when i am not looking). It showed first when I started my fresh map for 0.16. I am not very far on it yet.

I'll attach a screenshot and a Savegame - 0.16.7 without any mods or console usage. You can find the spot shown on the screenshot to the east of the iron smelting area.
