[16.0] Inserters don't refuel Burner Miners from chests

I have a setup with a box of Coal => inserter => Burner Miner. When the miner runs out of fuel, the inserter doesn't refuel it automatically.

* Inserting from a belt works just fine, as expected.
* A chain of Box => Inserter => Empty Space => Inserter => Miner works.

If I put ore to the box, the inserter will grab some, and insert it as fuel, but it won't refuel. If I add more coal to the box, the inserter will once more grab coal, and transfer it.

Thanks for the report. This is a duplicate of viewtopic.php?f=7&t=54604 and fixed for the next version of 0.16.
