To make it short: The initial energy provided to a burner inserter does not suffice in 100% of the cases if they have to grab from the far side of a belt.
It seems energy consumption of inserters is actually based on the grabber movement and not a flat amount per item grabbed. The energy provided seems to be calculated to tight. It works fine if the inserter takes from the close side of the belt and my guess is that it works on the far side if the grabbed item is near the center of the belt block, but if it grabs an item off center (or has to catch a moving object), it runs out of energy mid movement and just stops.
