Researching "Construction robotics" (and maybe other things? I have not tested other research) uses 100 science and 1% extra if the labs have extra science packs.
Bug:
1. Load game.
2. The lab with stone under it has 11 of each science and nine other labs have 10 of each science. All science is at 100%.
3. Start "Construction robotics" research.
4. Wait for research to finish.
5. The lab with the stone brick under it has 1 red, green, and blue science at 99% each.
6. Bug?
No bug::
1. Load game.
2. Remove one red, green, and blue science from the lab building with stone brick.
3. Now each lab has 10 of each science at 100%.
4. Start "Construction robotics" research.
5. Wait for research to finish.
6. All labs are now empty.
