[16.25] Minor Tech Tree Oddities

These are very, very minor bugs. But some parts of the Tech Tree should depend on each other, but as of 16.25, they don't.

* Portable Solar Panel can be researched before Solar Panels
* Tank can be researched before Explosives -- Tank unlocks cannons, but Explosives doesn't have to be researched yet.
* Artillery -- Doesn't depend on Train, despite unlocking "Artillery Wagon".
* Discharge Defense / Personal Laser Defense before Advanced circuitry 2 -- These techs requires Processing Units, but can be reached before Advanced Circuitry.

I feel like if a beginner "sequence skips", they might be confused by this state of affairs.

Fair point for Artillery.

But the other 3 situations (Portable Solar Panel, Tank, Discharge Defense, and Personal Laser Defense) are before Purple and Yellow science.
