[16.24] Wires won't connect further after pole upgrade

When upgrading my power poles (small to medium) some connections to neighbors won't be established. Easy fix: removing the medium pole and replacing it.

I started experimenting, it seems if there are neighboring poles there won't be new connections even if there should be some. My setup:

Replacement was in an X-Formation, but I wasn't able to see a sequenze-dependencie.
