[16.2] Cliffs can be placed in Cliffs

In the map editor, you can place cliffs in cliffs. The other way, cliffs in other enties works not (and this is fine^^).

Thanks for the report.

I am gonna cross-link this report with 54541

We didn't manage to do any changes to map editor regarding to cliffs ... so this is more of missing feature than bug.
