So I was spamming concrete around a coastline and I noticed that it would build into the water at my position. This is how to reproduce it:
1. Walk all the way up to a coastline.
2. Increase your concrete brush size to something large.
3. Attempt to walk into the water by holding the relevant movement key.
4. While holding the key, place concrete in such a way that at least one tile of your brush places concrete on a non-water tile, while the brush is also over your character's position.
5. Concrete is placed at the aforementioned non-water tile(s) but is also placed on the tile the character is attempting to walk onto.
6. You can repeat this process as long as the brush can place concrete on a non-water tile and is over your character's position.
With landfill you can make straight artificial coastlines that may make it easier to reproduce this issue. One fun thing to try is to walk forward and sideways along the straight coastline, if you do it right it will place a whole row of concrete on the water. If you use a large brush and spam it all around, you can make tiny peninsulas.
Note that I was using refined concrete when the issue happened, and that I had eight exoskeletons equipped. The extra speed may have something to do with it.
