I was going to do rail world, but decided to make some changes instead. Has plenty of resources but you can always tinker with them to find a better balance. You'll have to use landfill. Kinda looks like a skull.

I've been doing a bit of searching and haven't quite found any island starts like this one so I thought I would share!

I've had a few games start like this. I think they did something so if you start in water it makes an island around you.
Note how circular the island is. The small lake in the island seems pretty consistent as well.
