As the title says: Who manages the modding portal? It is factoriomods.com, right? If so, I have some trouble with it, which I would like to discuss with the owner.

The new one built into the game? I think that's the Factorio Developers.

No, factoriomods.com is dead. The new one is at mods.factorio.com (still work in progress) and managed by the devs themselves.
