runtime-api.json to lua headers

I try to make converter runtime-api.json to lua headers.

Compatible with Luanalysis IDEA plugin: https://github.com/Benjamin-Dobell/IntelliJ-Luanalysis (and with EmmyLua, but with minor modifications).

Now I try to write mod with generated headers.
I will be glad to get feedback if someone else tries.
If someone has already done it, and it is up to date, please write.

Works with api_version = 3 (only experimental build now)
