Upgrade Planner accessibility

Right now the upgrade planner is great, but doesn't let you upgrade very freely. I can't, for instance, commence an upgrade on my gun turrets to be replaced with Laser Turrets. Is it possible to create a mod where any tile can be interchanged with any other tile so long as they are the same size?

Yes, find how it was done in the vanilla and add this part to another prototype.

You can probably make the same with the update configuration.
