Short summary of the text below:
I would like to control whether a train can enter a rail station.
To achieve some kind of load balancing between different rail stations with the same name.

The issue
I'm playing Factorio after the launch of a dozens of rockets.
And my motto is "Make it bigger. BIGGER". So I build a train station that can handle 10 trains simultaniously. CCCC-LL
So the capacity is 20 full express belts.

Top 5 rail stations are for copper ore
Bottom 5 rail stations are for iron ore (only 3-4 visible)

However due to the fact that trains will enter the closest free train station only half of my trains stations will get used.
The trains can unload only a faction of their load and my production suffer the lack due to the inactive other train stations.

The solution
Lock the the station that store more items then a specified threshold.

The rail signal can only turn green if the rail is empty (default) and the cable condition is met.

It would be nice if someone could write me a mod for that.

Alternatives considered:
Using more trains, so the other rails are blocked at least temporary.
This would cause too high traffic on my rails. This gets worse the more train stations for unloading I'll add.

Belt load balancing
This is not an option since all belts are supposed to work on 100%.

Using different named train station
Well that would be an option, but its not scalable and its quite a PITA to manage all those train lines especially if I want to extend my train station. (which is very likely)
(very low frequency, but big resource patches)

Changing a signal's state isn't possible.
If i remember correctly there is/was a mod that would remove/rotate a piece of track depending on a circuit signal, try searching for Smarter Circuitry or something with circuit/rail. I can't remember it right now.

Thanks for pointing me in the right direction.

I guess you are referring to Rail Logic System.
Unfortunately the mod is not is not working and the unofficial updates are down.
