EDIT: This bug is no longer present in 0.17.2 but I'm not deleting this post, in case devs find it useful or simply don't appreciate bug reports vanishing without any explanation. Mods, feel free to delete or whatever as you wish.

Changing which mods are enabled and hitting Confirm in the mods menu causes the game to freeze in such a way that nothing else is capable of rendering over the game screen - including Task Manager or other OS elements.

This happens every time, I've tested it whether I have outdated mods enabled or disabled, and I've even tested changing it to only run Base, with no mods active.

Watching Task Manager on a second monitor as I repeated this process, clicking Confirm seems to spawn a second Factorio.exe instance, which does nothing, and the game becomes unresponsive, but in a way that Windows doesn't recognize that it's frozen.

It's worth noting, also, that upon restarting the game via Steam, changes made before hitting Confirm are applied, so it IS possible to change the selection of enabled mods, albeit with some difficulty.

Steps to reproduce:
1. Launch Factorio.
2. Click to open the Mods menu.
3. Enable or disable any installed mod. It doesn't matter which one, as long as you are actually making a change.
4. Click Confirm.

EDIT: Almost the same behavior occurred when I closed the game after playing for a while, except without the new factorio.exe instance. Upon clicking the Exit button in the main menu, the game locks up as described above. Based on this I don't think that the mod menu is relevant - the executable is simply failing to shut down. In case it's relevant, I've attached a log file of this as well, factorio-current 2.
