Loaded and started playing 16.17 and I noticed that I had items other than steel and iron, etc.. in my belts. Really weird I thought...Just picked them up and moved on.
As I went further along in my steel smelting area I had a full storage chest of stuff that seemingly spilled into my belts jamming it up. After I grabbed all of the stuff, it did go back to working normally.
Where the game seems to crash every time is when I try to pick up the storage chest that was sitting next to my belt. Apologize for not having a picture, but I've attached the log and my autosave.
If you walk to the steel smelting area to the right you'll see the jammed up lines I mentioned above and a storage chest with a single long power pole in it. If you try picking that chest up the game will crash.

The crash is a duplicate of viewtopic.php?f=30&p=337198 (which is fixed for 0.16.18).
No idea about the chest spilling items on belts. (You didn't replace an iron or steel chest with something smaller did you? That will spill the excess).
