15.18 Boilers not producing steam as before

ever since this update either 15.17 or 15.18, my boilers are no longer producing steam, very minimal. I was producing over 130mj but now I'm only producing 30-40 mj. All are fueled and no pipes are broken, no damaged steam engines.

A savegame would be helpful : mine still work perfectly.

Can you provide a savegame demonstrating the issue, before and after the update?

Maybe update from old version before steam was its own liquid and pipes are now stuck with water?
